A simplified map of the stages at which government programmes act. A programme can span more than one stage. The map describes support mechanisms, not outcomes.
Implementation
NIDHI: incubation & seed support
DST started NIDHI in 2016. A parliamentary reply of 17 December 2025 reports:
501 women-led startups or women entrepreneurs supported under NIDHI-PRAYAS;
₹66.50 crore disbursed to 213 women-led startups under the NIDHI Seed Support Programme.
The ₹1 lakh crore RDI Scheme (approved 1 July 2025) funds private R&D through second-level fund managers such as the Technology Development Board. TDB's first open call, launched by the Minister on 4 February 2026, offers:
up to 50% project funding;
collateral-free loans at 2–4% over up to 15 years.
The first national call of the ₹2,000 crore BIRAC–RDI Fund was announced on 13 February 2026. On 3 September 2026 the Minister launched BIO-NIVESH and held a roundtable of startups and investors. He said biotech startups had grown from about 50 in 2014 to more than 11,000 (13 February 2026).

On 23 September 2025, releasing the NITI Aayog report Pathways to Progress with Union Minister Dharmendra Pradhan, he called for “global thinking and a reoriented mindset” and for researchers to link up with industry early. On 26 December 2025, reviewing CSIR laboratories at Tirupati, he called for faster transfer of technology to industry.
