Chapter I · 1980s–2011

Physician & professor

He qualified in medicine (M.B.B.S., Stanley Medical College, Chennai) and then took an M.D. in Medicine and a fellowship in diabetes at AIIMS, New Delhi. The Lok Sabha record lists his service as Professor, Medicine & Diabetes, 1986–2011. He also served in leadership roles in the Research Society for the Study of Diabetes in India, according to the DST profile. His medical writing includes chapters on diabetes in about a dozen editions of the API postgraduate textbook.

Chapter II · Three decades

Author & columnist

Alongside medicine, he wrote for newspapers. The Lok Sabha record credits him with a syndicated weekly column, “Tales of Travesty”, published for three decades, more than 10,000 articles, and eight books, including Diabetes Made Easy, which the record describes as a World Book Fair best-seller. It also lists the Jamna Devi Gian Devi Award for Journalism.

Chapter III · 2014–2019 · 16th Lok Sabha

Elected from Udhampur; first ministerial term

He was elected to the Lok Sabha from Udhampur in 2014. On 27 May 2014 he was allocated Science & Technology (IC), Earth Sciences (IC), the Prime Minister's Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space. He took charge of Personnel on 27 May and of Science & Technology and Earth Sciences on 28 May 2014.

In the reallocation of 9 November 2014 he was given the Ministry of Development of North Eastern Region (IC) in place of Science & Technology and Earth Sciences. He held DoNER until July 2021. In 2016 he held an additional charge of Youth Affairs & Sports (IC) for about six weeks.

Chapter IV · 2019–2024 · 17th Lok Sabha

Re-election; return to the science portfolios

He was re-elected from Udhampur in 2019, and the Council of Ministers took the oath on 30 May 2019. He continued as MoS (IC) for DoNER and as Minister of State in the PMO, Personnel, Atomic Energy and Space.

In the reallocation of 7 July 2021 he was again given Science & Technology (IC) and Earth Sciences (IC). On 18 May 2023 Earth Sciences was assigned to another minister. During this term he piloted:

  • the Anusandhan National Research Foundation Bill (2023);
  • the Public Examinations (Prevention of Unfair Means) Bill (2024).

Chapter V · 2024–present · 18th Lok Sabha

Third term

Re-elected in 2024 with 5,71,076 votes (ECI), he took the oath as Minister of State (Independent Charge) on 9 June 2024. His current six portfolios were allocated on 10 June 2024, and he took charge of Earth Sciences again on 11 June. Documented work in this term includes:

  • the SHANTI Act on nuclear energy (December 2025);
  • the Public Examinations Amendment Bill (July 2026);
  • the 14th BRICS STI Ministerial Meeting in Chennai (August 2026).
