On 18 October 2022 the Minister launched the Single Integrated Pensioners' Portal (Bhavishya 9.0, integrated with SBI), which brought CPENGRAMS, Anubhav, Anudaan and Sankalp together.

Personnel, Public Grievances & Pensions
The Ministry has three departments. The Department of Personnel & Training (DoPT) handles recruitment and the civil services. The Department of Administrative Reforms & Public Grievances (DARPG) handles grievances and governance reform. The Department of Pension & Pensioners' Welfare (DoPPW) serves central government pensioners. Dr. Jitendra Singh has been Minister of State in this Ministry since May 2014.

Self-attestation of documents
On 24 December 2024 Dr. Jitendra Singh recalled that, within a few months of May 2014, DoPT “allowed the youth the freedom of self-attestation instead of requiring a gazetted officer to attest the documents.” The original 2014 order was not traced for this page, so the measure is recorded as the Minister described it.

Interviews discontinued for Group B (non-gazetted) & Group C posts
A PIB release of 18 June 2025 says the Prime Minister announced the measure from the Red Fort and that it was “implemented nationwide by January 2016”. DoPT issued a circular in 2016. A Rajya Sabha reply of 6 February 2025 lists the “Discontinuation of interviews in recruitment of Group ‘B’ (Non-Gazetted) and Group ‘C’ posts” among the Government's anti-corruption measures.

Mission Karmayogi
On 2 September 2020 the Union Cabinet approved the National Programme for Civil Services Capacity Building (NPCSCB), known as Mission Karmayogi. Its framework has four parts:
- a Prime Minister's Public Human Resources Council;
- a Capacity Building Commission;
- a special purpose vehicle that owns the iGOT Karmayogi online platform;
- a Coordination Unit headed by the Cabinet Secretary.
The approved outlay was ₹510.86 crore, to cover about 46 lakh central government employees.
At a programme on “AI for Capacity Building” on 8 January 2026, the Minister described iGOT as a shift “from ‘rule to role’”. He noted that the Karmayogi Prarambh module is offered to new appointees together with their Rozgar Mela appointment letters.

National Recruitment Agency
On 19 August 2020 the Union Cabinet approved a National Recruitment Agency. It is to conduct a computer-based Common Eligibility Test to screen candidates for Group B and Group C (non-technical) posts recruited through the Staff Selection Commission, the Railway Recruitment Boards and IBPS.

Public Examinations (Prevention of Unfair Means) Act
Dr. Jitendra Singh introduced the Public Examinations (Prevention of Unfair Means) Bill, 2024 in the Lok Sabha on 5 February 2024. PIB described him as the Minister for DoPT. The Lok Sabha passed the Bill on 6 February 2024 after his reply, and the Rajya Sabha passed it on 9 February 2024.
He also piloted an amendment in 2026. The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 raises the minimum imprisonment for unfair means to between five and ten years. It provides for Special Fast Track Courts and allows fines of up to ₹10 crore for organised offences. Its passage:
- introduced in the Lok Sabha on 27 July 2026;
- passed by the Lok Sabha on 29 July 2026;
- passed by the Rajya Sabha by voice vote on 30 July 2026.
Opening the debate, he called the Bill “a milestone in strengthening the integrity of India's public examination system.”

Prevention of Corruption (Amendment) Act, 2018
According to a Rajya Sabha reply of 6 February 2025, the Prevention of Corruption Act, 1988 “has been amended on 26.07.2018. It clearly criminalizes the act of giving bribe”. It also introduced vicarious liability for the senior management of commercial organisations. The Rajya Sabha passed the amendment on 19 July 2018 and the Lok Sabha on 24 July 2018.

According to a parliamentary reply of 12 February 2026, there had been 63 lateral appointments at Joint Secretary, Director and Deputy Secretary level since 2018, on contract or deputation. A year-wise annexure lists 8 in 2019, 30 in 2021 and 25 in 2023.

Policy
The ten-step CPGRAMS reforms (2022)
The reforms adopted in 2022 cover:
- universal adoption of CPGRAMS and language translation;
- a feedback call centre;
- AI and machine-learning tools;
- a Grievance Redressal Assessment Index;
- Sevottam capacity building;
- a Data Strategy Unit and monthly reporting.
Under the Sevottam scheme, State Administrative Training Institutes ran 1,010 programmes over four years, reaching 33,775 Grievance Redressal Officers.

The Minister's summary (21 April 2026)
On Civil Services Day 2026 the Minister said CPGRAMS had grown from about 2 lakh complaints a year in 2014 to 25–30 lakh. He said more than 95% were disposed of and that average disposal time had fallen from 60 days to about 12. This is his own summary, and it differs from the official average of 15 days for 2025 shown above. He also said: “The shift is from administration-centric governance to citizen-centric governance.”

Pensions & pensioners' welfare
Pensioners must submit a life certificate every year to keep receiving their pension. Since 2021 the Department has promoted digital submission, including by face authentication on a smartphone.

The Minister “launched this facility on 29.11.2021”: face authentication for Digital Life Certificates, developed with NIC, MeitY and UIDAI to work on any Android phone. The nationwide DLC campaigns have reported the following:

Family pension provisions
Three changes to family pension rules:
- divorced daughters became eligible where the divorce petition was filed during the parent's lifetime (September 2020);
- income criteria were relaxed for disabled children and siblings (February 2021);
- banks may not insist on a guardianship certificate for a mentally challenged child (January 2022).

Unified Pension Scheme
The UPS was approved by the Union Cabinet on 24 August 2024 and notified by the Department of Financial Services (Ministry of Finance) on 24 January 2025, with effect from 1 April 2025. DoPPW notified the implementing CCS rules in September 2025. On 18 June 2025 the Minister announced retirement and death gratuity for UPS employees.

Pension Adalats
Pension Adalats are sittings at which pensioners' grievances are taken up and, where possible, settled on the spot:
- 12th Pension Adalat (13 February 2025): 192 cases taken up and 151 resolved on the spot. The Minister said: “Pensioners no longer have to struggle with bureaucratic delays or wait decades for justice.”
- 14th Pension Adalat (10 September 2025): 894 family-pension grievances from 21 ministries and departments taken up.

Anubhav Awards
The Anubhav Awards began in 2015 and recognise retiring employees' written accounts of their service. At the 8th ceremony on 18 August 2025 there were 15 awardees, and more than 12,500 memoirs had been published. The Minister said: “We are moving towards a hybrid model, where human intelligence and artificial intelligence together will guide policy reforms.”
